Creatures with this merit belong to a race that is either very strict, brutal, or primitive. As such, any members of this race that do not hold to the cultural or religious norms will be considered outcasts. They will either be shunned or hunted down by other members of this race until they abandon their strange and alien ways. This will effectively mean that once a character is considered an outcast they will have Racial Tensions with the rest of their race, which are not also outcasts.
